Administrative Officer

The incumbent serves as Administrative Officer for National Cemetery of the Alleghenies. The primary propose of the position is to perform a wide range of administrative functions for the National Cemetery to include handling:
congressional inquiries, public affairs, budget, FTEE allotment, human resource management functions in administering the facility operational programs, and computer upgrades. Incumbent will assess the productivity, effectiveness, and efficiency of the program operations of a complex cemetery operation and to recommend resolution of problems in a full range of administrative and field activities. Evaluates and monitors the eligibility process to assure that requests are handled timely and compassionately while meeting regulatory requirements. Performs administrative work in one or more of the following areas:
personnel management/administration, budgeting and financial management, procurement and contracting, property management, and/or supply and corresponding laws, rules and regulations. Scope of work encompasses the evaluation of the effectiveness of the organizational mission and its component activities. Incumbent supervises four cemetery representatives in the daily operations of the administrative office. Directs office productivity, ensures team members are actively and continuously trained to enhance employee development and achievement. Is the person in charge in the absence of the Cemetery Director. Performs public outreach as needed. Work schedule:

30 pm. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization, the GS-07 level of federal service to be eligible for the GS-09 level OR to the GS-09 level of federal service to be eligible for the GS-11 level . Examples of specialized experience would typically include, but are not limited to:
experience with personnel management, budget management, and office administration providing advice and assistance to managers and staff personnel process and procedures; assisting in staffing needs, recommending appropriate actions or suggesting alternatives; performing financial management work; managing procurement; tracking management of services and activities of work operations in a program or program support setting; preparing recurring and non-recurring statistical reports; conducts studies to collect data. For the GS-09 level:
Master's Degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B., or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-11:

Applicants may also combine education and experience to qualify at the GS-09/11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 36 semester hours of graduate education that you earned). Then the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09/11. For example, an applicant who has 45 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Physical Requirements:
Work is performed in both an office setting and field setting with exposure to outside weather conditions. May require occasional travel to Pacific District Office, other National Cemeteries or assignment to the National Training Center in St Louis for training purposes. Public contact may be held away from the worksite for after hours meetings. Work if performed for the most part in a properly heated, lighted and ventilated office setting with common office sounds of typing, conversational voices, and ringing telephones. Assignments may require visits to the field and maintenance areas. Selected applicants will be required to complete an online onboarding process.
